Only if it doesn't exist

Your script must work whether or not the table app_logs already exists (in this database it does — with three columns).

1. Create app_logs with columns log_id INTEGER and message VARCHAR only if it doesn't already exist — no error, and don't change the existing table.
2. Then insert a log row with log_id 1 and message 'started'.
